Summary:
Request for records related to the resignation of a certain individual. There is a sufficient privacy interest in the personal information, including personnel records, of an employee, not outweighed by the public interest in disclosure.  However, because the resignation of the individual has already been revealed his letter can be produced, with redactions for personal information.
