Summary:
Request for 911 recordings or transcripts for any incidents that occurred at or in the area of a certain location. The agency provided the 911 transcript (with redactions) but withheld the 911 audio. There is a privacy interest that is not outweighed by public interest in disclosure. The agency does not at the time have the technology means as in 2012 to redact the entire tape.
