Summary:
Request for copies of the tapes of any telephone calls made to the District’s emergency telephone system (911) calls in response to traffic accident all calls are not public records which must be disclosed. There is a sufficient privacy interest in identity of a witness, not outweighed by the public interest in disclosure.  MPD does not have technical measures to redact the audiotape.
