Summary: Request for records relating to residential placements of committed youth. On appeal DYRS produced records that it had previously withheld as protected by the deliberative process, this portion was found to be moot. The remainder of the appeal was remanded to DYRS to conduct an additional search that included records provided to DYRS from outside entities.
