Summary:

Request all records pertaining to physician disciplinary. Contested withholding of letter to board and “nonpublic” consent order. Except for personal financial information, privacy interest of physician was not outweighed by public interest in disclosure.Nondisclosure provision in order in itself cannot supersede FOIA.
