(Washington, DC) – Today, Mayor Muriel Bowser introduced the Safe Cannabis Sales Act of 2021 to legalize the sale of adult-use cannabis and empower and uplift residents who have been disproportionately harmed by the criminalization of cannabis, specifically low-income communities of color.
“This is about safety, equity, and justice,” said Mayor Bowser. “Through this legislation, we can fulfill the will of DC voters, reduce barriers for entering the cannabis industry, and invest in programs that serve residents and neighborhoods hardest hit by the criminalization of marijuana.”
If passed by the end of 2021, adult-use cannabis sales could be expected to start by October 1, 2022. Adult-use cannabis and cannabis products would be restricted to persons 21 years old or older and be taxed at 17 percent. Since 2014, Congress has imposed a rider on DC’s appropriations bill, prohibiting DC from using any funds to implement and regulate adult-use cannabis sales in DC.
Key provisions of the Safe Cannabis Sales Act of 2021:
Address Past Harms
Reduce Barriers
Enhance Public Health and Safety
Create Pathways to Middle Class
Invests in DC Residents
