Mayor Bowser Announces 4th of July Road Closures and City Services Adjustments

(WASHINGTON, DC) – In preparation for 4th of July in the District, Mayor Bowser today announced the impacts and adjustments to District services in observance of the holiday. 4th of July in the District is one of the largest celebrations hosted in the nation’s capital, bringing thousands to downtown and the National Mall to participate in a day-long celebration including the National Independence Day Parade, concert, and fireworks display.

The following are local service adjustments for 4th of July. For the most up to date information about service adjustments, please visit dc.gov/independenceday2018.

Public Safety

To prepare for the upcoming 4th of July events, the Bowser Administration will increase onsite staffing for the Metropolitan Police Department (MPD) and FEMS; coordinate with U.S. Park Police (USPP) and federal partners – including road closures; and activate cooling centers for residents or visitors who do not have access to a cool temperature location if a heat emergency occurs.

Ensuring effective communication across the District, the Bowser Administration will also activate HSEMA’s Emergency Operations Center (EOC) and Joint Information Center (JIC). Residents and visitors will be able to receive important and emergency information from USPP and HSEMA by texting JULY4DC to 888777. Anyone experiencing an emergency should call 911, and residents seeking non-emergency city services should continue to call 311.

Road Closures

The following roads will be closed from 5 am until approximately 11 pm:

• Theodore Roosevelt Bridge Inbound to Constitution Avenue. All traffic will be diverted to the E Street Expressway.
• Independence Avenue, SW, from 15th Street to 23rd Street
• 23rd Street Northbound from Constitution Avenue to Virginia Avenue, NW. Southbound 23rd Street will be allowed to flow and access outbound Theodore Roosevelt Bridge.
• 22nd Street, NW, from C Street to Constitution Avenue
• 21st Street, NW, from C Street to Constitution Avenue
• 20th Street, NW, from C Street to Constitution Avenue
• 19th Street, NW, from Virginia Avenue to Constitution Avenue
• 18th Street, NW, from Virginia Avenue to Constitution Avenue
• 17th Street, NW from New York Avenue to Constitution Avenue
• 15th Street, NW, from Pennsylvania Avenue to Independence Avenue, Southwest
• Henry Bacon Drive Lincoln Memorial Circle to Constitution Avenue, NW
• Constitution Avenue from 6th Street to 23rd Street, NW
• Arlington Memorial Bridge
• Southbound Rock Creek Parkway closed at Virginia Avenue, NW

Closed from 3 am until approximately 11 pm:

• 3rd Street from Pennsylvania Avenue, NW, and Maryland Ave, SW
• The 3rd Street tunnel will remain open for the entire day. The 9th Street and 12th Street tunnels will be closed during the Independence Day Parade from approximately 11:15 am until approximately 4:00 pm.

City Services

Lane Restrictions

DDOT will suspend normal weekday reversible lane operations in the following corridors:

• Connecticut Avenue NW, between Legation Street and Woodley Road
• Canal Road between Chain Bridge Road and Foxhall Road, NW
• Rock Creek Parkway (controlled by the National Park service)
• Independence Avenue between 4th Street SW and 2nd Street SE
• 16th Street NW, between Arkansas Avenue and Irving Street

Construction Restrictions

All permitted work in the District of Columbia will be suspended from noon on Tuesday, July 3 through Wednesday, July 4. Lane closures and work zones are cancelled for non-emergency work in roadways, alleys and sidewalks within the District’s Right-of-Way, including manhole access and construction related deliveries. Work in the public space may resume during approved, permitted hours on Thursday, July 5, 2018.

Public Transit

Residents, visitors, and commuters, are strongly encouraged to use public transportation when visiting Downtown on July 4.

The DC Circulator will implement the following service adjustments on July 4:

• The National Mall route will be suspended all day.
• The Eastern Market – L’Enfant Plaza and Congress Heights – Union Station routes will detour to 11th Street SE between M Street SE and Pennsylvania SE from 6:00 am until noon due to the parade on Barracks Row.
• The Key Bridge may not be accessible to vehicles immediately after the fireworks on the National Mall conclude due to anticipated heavy pedestrian traffic. In the event of the temporary closure of the Key Bridge, the Dupont Circle – Georgetown – Rosslyn Route will be limited to the DC side of the Potomac River.

The DC Streetcar will operate its regular weekday schedule from 6 am until midnight.

Capital Bikeshare (CaBi) will provide a bike corral at the 10th Street and Constitution Avenue NW station to accommodate the large number of riders expected to use the system to visit the National Mall on July 4. The corral will be available from 3:00 pm until one hour after the fireworks conclude. Riders should consult the CaBi mobile app before starting their trip.

The following stations, located within the parade’s secured areas, are accessible but will not be serviced due to road closures:

• Henry Bacon Drive & Lincoln Memorial Circle NW
• Lincoln Memorial
• 17th Street & Independence Avenue SW
• Ohio Drive & West Basin Drive SW / MLK & FDR Memorials
• Jefferson Memorial
• Jefferson Drive & 14th Street SW

Parking

As Wednesday, July 4 is an observed holiday in the District of Columbia, parking meters and enforcement in residential parking, rush hour lane restrictions, and tow abandoned vehicles will not be in effect, except in the following locations:

• Meters (not impacted by road closures) that are operated by the National Park Service or anywhere that Emergency No Parking Signs are posted along the National Mall.
• The streets located in the Stadium Event Zone (bounded by the Southeast/Southwest Freeway, 5th Street SE, Delaware Avenue/2nd Street SW, and the Anacostia River) as a result of the event at Nationals Park
• Along the DC Streetcar line during its hours of operation

Traffic and Pedestrian Safety

DDOT will deploy Traffic Control Officers (TCOs) to help coordinate the flow of traffic and pedestrian safety at key intersections around the District.

Sanitation Services

Trash and Recycling Collections: Trash and recycling collections will “slide” to the next day, for the remainder of the week. This applies to both once-a-week and twice-a-week collection neighborhoods. Trash and recycling containers should be put out for collection no earlier than 6:30 pm the night before collection and removed from public space by 8 pm on the collection day to avoid sanitation enforcement.

Street Sweeping: Street sweeping will be suspended Wednesday and resume Thursday, July 5.

Fort Totten Transfer Station: The Fort Totten Transfer Station, located at 4900 John F. McCormack Drive, NE, will be closed Wednesday, July 4 and will reopen Thursday at its normal hours of operation.

Recreation Centers, Pools, and Fields

All DPR administrative offices, recreation/community centers and indoor aquatic facilities will be closed on Wednesday, July 4, 2018, in observance of the Independence Day Holiday.

• Most outdoor pools will open from 11 am - 6 pm and spray parks from 10 am – 8 pm
• Operation hours for Kenilworth Outdoor Pool (4231 Ord Street, NE) and Oxon Run Outdoor Pool (501 Mississippi Avenue, SE) will be extended to 9 pm
• Only fields that have existing permits will remain available for the permit holders.
• All fields will be closed.

As a reminder, it is illegal to use fireworks on or at any DC Department of Parks and Recreation property including recreation centers, fields, playgrounds etc.

Department of Motor Vehicles

All District of Columbia Department of Motor Vehicles (DC DMV) locations will be closed on Wednesday, July 4, 2018. Regular business hours will resume on Thursday, July 5. Customers are encouraged to plan ahead and “Know Before You Go” for services requiring an in-person visit to a Service Center as customer volume is high before and after a holiday closing.

DC Public Library

All DC Public Libraries will be closed Wednesday, July 4.

Pedestrian Entry Points

There will be eight entry points along the perimeter through which citizens may enter the Mall. The pedestrian access points are as follows and open at 10 am:

• Constitution Avenue, NW between 23rd Street, NW and Henry Bacon Drive, NW
• Constitution Avenue, NW and 17th Street, NW (opens at 2:00 pm)
• West side of 15th Street, NW at Madison Drive, NW (opens at 2:00 pm)
• West side of 14th Street, SW at Jefferson Drive, SW
• Maine Avenue, SW and Raoul Wallenberg Place, SW (15th Street, SW)
• East Basin Drive just south of the Jefferson Memorial (visitors will not be able to access the National Mall from here)
• Ohio Drive at Inlet Bridge SW
• West end of Memorial Bridge
• Capitol Grounds Pedestrian Entrance Points:
• 3rd and Pennsylvania Avenue, NW
• 3rd and Maryland Avenue, SW

Barracks Row Parade:

The following roads will be closed from approximately 9 am until 11:30 am:

• 8th Street, SE from Pennsylvania Avenue, SE to Virginia Avenue, SE
• D Street, SE from 7th Street, SE to Pennsylvania Avenue, SE
• E Street, SE from 7th Street, SE to 9th Street, SE
• G Street, SE from 7th Street, SE to 9th Street, SE
• I Street, SE from 7th Street, SE to 9th Street, SE

Palisades Parade:

The following roads will be closed from approximately 8:30 am until 12 pm:

• MacArthur Boulevard from White Have Parkway to Edmunds Place, NW
• Sherier Place, NW from MacArthur Boulevard to Edmunds Place, NW
• National Archives July 4th Declaration of Independence Reading
• Constitution Avenue, NW between 7th Street, NW and 9th Street, NW from 7:30 am to 11:30 pm.
