DMPED Selects Development Teams for Parcel 42, Crummell School

(WASHINGTON, DC) – Today, Office of the Deputy Mayor for Planning and Economic Development (DMPED) announced developer teams for Parcel 42 and Crummell School, the District’s first two OurRFP projects. OurRFP is Mayor Muriel Bowser’s initiative that incorporates community feedback early in the request for proposals (RFP) process, ensuring that District residents have a voice on development in their neighborhoods. 

  “The successful OurRFP process ensure that Parcel 42 and Crummell School will be thoughtfully developed and reflect these neighborhood’s interests and needs,” said Mayor Muriel Bowser. “Ultimately, the selected proposals will expand our shared priorities as a District: affordable housing, small business growth and job opportunities that generate revenues we can invest back into these neighborhoods.”  

Parcel 42

The development team of Parcel 42 Partners, which includes Ditto Residential and Irving Development, was selected out of six proposals to develop Parcel 42 - a 17,008 square feet vacant lot located in the vibrant Shaw neighborhood at 7th Street, NW and Rhode Island Avenue, NW.   Parcel 42 Partners’ proposal was the community and Advisory Neighborhood Commission 6E preference, meeting housing, retail, and design preferences of the neighborhood. The proposal includes 118 larger residential units – offering deeper affordability levels than required by law – with the majority being two/three-bedrooms geared towards families.   The development will also feature an outdoor public park, which encourages pedestrian activity, and a vibrant streetscape that enhances Shaw’s cultural landscape. Parcel 42 Partners will also develop 8,000 square feet of neighborhood-serving retail with storefronts facing directly onto 7th and R Streets, NW expanding the growing commercial district of Shaw. Additionally, the developers will designate one storefront with a rent subsidy for a Shaw-neighborhood business. The proposed plan is expected to create over 130 construction and 180 permanent jobs.  

Crummell School

The development team of Ivy City Partners - consisting of Stonebridge Carras and Ocean Pro Properties - was selected out of three proposals for the redevelopment Crummell School, a 108,000 square feet site that includes the historic school and adjacent parking lot at 1900 Gallaudet Street, NE in the Ivy City neighborhood of Ward 5.    Ivy City Partners’ proposal was the community’s number one choice as supported by Advisory Neighborhood Commission 5D.  It met the community’s top preferences that the site be repurposed for community and public uses and offer industrial, retail, and job training opportunities while preserving the rich history of Crummell School. In meeting another community preference, the District will retain ownership of the school and provide the option for a community center including a day care, health clinic, culinary school, and recreational facility. In addition, Ivy City Partners has designated considerable interior space to be tailored for uses as determined by the community and District in the future.   The school will be surrounded by community open space and include an urban garden, working farm, a restaurant, and other commercial spaces. The site will also be lined by apartment and townhouse-style mixed-income housing facing Gallaudet and Okie Streets, NE. Profish, a District and Ivy City-based seafood company, will expand its operations from its nearby headquarters to new industrial space on-site, and in the basement of the school for DC workforce training opportunities. In total, the project will provide 320 rental units from studios to two-bedroom units, including over 60 affordable units, 35,000 square feet of industrial space and 22,000 square feet of community-serving retail.     “Our agency is grateful for the high level of engagement, involvement and interest from District residents in the development of Parcel 42 and Crummell School,” said Deputy Mayor for Planning and Economic Development Brian Kenner. “We are excited about both development plans that will bring much needed jobs, housing, retail, dining and public space to the hearts of both of these communities.”     Using the OurRFP process, DMPED held community meetings, public workshops, and online forums for each project to ensure the proposed developments met community needs and priorities. The process is intended to provide greater transparency as well as accountability for delivering public benefits through the Our RFP initiative.
